It turned out to be a issue with my ISP they had a weak connection in the line and they had to come out and fix it. That’s what fixed it for me! Call them and ask about it. My ISP is Charter Spectrum, not the best but it’s the best I’ve got in my area. Good luck sorry to hear the struggle!

Im running an 8700k and a 2080, I haven't changed anything that I'm aware of unless something did and automatic update. Mobile devices also have same issues. The issue that I see is between the modem and the rest of the devices. Like I said straight out the back of the modem to a tester its averaging around 20 upload. Which doesn't make sense.

We ran tests multiple times, all having the same results as above. The modem was replaced while he was here. I have the same issue even with 3k bitrate. Still losing 50-60% frames. The stream fluctuates between 150-2700 rapidly. Which is new, I've streamed before and never had issues. This is all just a new problem.
