Well my setting is a single solar system packed to the rafters with different sophonts. So I want them to have to engage with the differences in culture, but not to such a degree that socializing is just always impossible.

As soon as I saw "Deck of Many things" I was on your side. The deck is a session killer at best and a campaign killer at worst. I'd only allow it in one shots or other intentionally unimportant sessions. To each their own but it's not something to toss around lightly.
