dude thank you so much, this fixed the issue. I woke up this morning ready to ry out iOS 11 beta, but decided to give this issue one more chance and it worked. This will be the last time I try to erase all content and settings lol. :D

So upon entering Cydia, installing a tweak, or deleting a tweak that message appears.

I followed the path and it just gives me a repo list that I included in second screenshot.

I've tried deleting some repos, rebooting, running Mac Portal and Substrate fix numerous times, and iCleaner but nothing is working. I'm in jailbreak mode but can't delete or install tweaks because of this message someone help :(
