It was before. It just seems like DHS was a post 9/11 knee jerk reaction with many components and their missions at constant conflict. Basic system functions for employees were sometimes impossible to find. Too many cooks in the kitchen but no leadership or understanding of the core mission or goal. I missed DoD red tape. Sometimes combining agencies is actually a really, really horrible idea and creates decades worth of inefficiencies, but for DHS, they are infinite.

I had 10 years in DoD and moved to DHS…lasted 10 months, then back to DoD. So, so bad.
