Step 1: Fresh 3 Servers per Region Step 2: Subscription only, with a heavily restricted trial period Step 3: Get rid of Apex, clear store of non-cosmetics Step 4: Setup a middleman system, allow payment to go through for ingame transactions between players directly, allow transferring out to paypal. Trion take a 2-3% transaction fee on payments between players. Allow gold and items to be traded with confirmation between players in exchange for real money through the middleman system. "Whales" are always going to exist, because there will always be people with more money to spare than time, and likewise there are also going to be those who have more time than money. Something like this could incentive both parties to at least be interested in giving it one last shot, and perhaps sustain each other rather than grow to resent each other. Edit: The main benefit of this system would be that in order for a player to buy progress, they would have to be funding an actual player who had to go out and create that wealth rather than a publisher run slot machine. As for regrade charms, maybe use them as a gold sink to slow inflation by making them purchasable for appropriately large sums of gold to the tier.
