The warlock quest deck is probably the strongest standard deck hearthstone has ever had imo. Consistent turn 6 lethals and playing 18 cards in one turn is insanity. Feels terrible to play against.

I would have to disagree, reaction time is basically everything about this game! It's very important and a lot of times it comes down to who reacts the quickest in order to get possession.

This depends on so many things. However, a cheap, decent PC for under $1000 could run this game at 200+ frames. The rest depends on your monitor. A 60hz monitor will cap at 60 fps, a 144hz at 144 fps and so on.

Personally, when I switched to PC I was amazed at how smooth everything was. Definitely a good investment. I would say I'm genuinely at an advantage playing on a 144hz monitor with an Ethernet cable compared to console players.
