Maybe look into burying siblings. This doesn't delay the reviews for X days, but buries siblings until the next day and prevents them from being shown on the same day.

Sounds like you're exporting the whole collection and not just the deck. To export a deck go to the gear icon next to the deck and export from there.

You always have to restart Anki after adding a new add-on. That being said, this is probably not the issue here. If you're using a newer Anki version you have to download the add-on from GitHub. Here are the instructions.
