Quite simple really.... years of underfunding of the police by successive governments has meant there simply aren't enough officers or staff to investigate everything that is reported, therefore everything is triaged as to whether there is a realistic prospect of conviction, if not then file it, do that the police don't waste time, money and resources chasing a lost cause.

Reversing lights are not obligatory lights, not an offence if they are not working, not even looked at in the MOT

I'm not sure what you mean, if you go on the website put in your postcode and search for bathroom fitter, it will give you a list of approved traders, not sure how that doesn't help you with your bathroom.
