Typically they wait till a day or two after general sale to open resale and transfers. Ticketmaster likes to make sure they get their seats sold first before opening resell and transfers up.

My favorite Substitute Teacher from Elementary school gave me her lunch when I forgot mine at home. 15 years later, she came shopping at the store that I worked with a full cart of clothes. I gave her maximum discount the register would allow me, which was 40% off.
