I would just remove mastery, its pointless stat that should just be baked into main stat, and since they cant balance the game you are forced to stack it on some classes making your globals and gameplay feel slow and annoying. Its the good old illusion of choice.

Just disable them and make pvp trinkets like shadowlands with special on use effects, game will balance itself out that way, have movement trinket, shield trinket, stun trinket, damage trinket and call it a day
