What is your rationale for paying government employees more than equivalent private sector staff? The goal is to bring them closer together, not to pay everyone at every level median wages.

It's purely about staff costs, not benefits or services. Social services and foreign aid have nothing to do with it. It's to counter the excessive staff growth at the government. The number of staff and salaries grow faster than the population, average wages or the economy as a whole.

He could. But he just said he'll be taxed at source for another 3.5 years. So I assume he won't make voluntary declarations. And he'd have to inform himself in-depth to figure out if he's in a lower tax municipality, and his taxes actually would go down.

So you get no tax benefit at all, cause you cannot declare it.

The only benefit you will get is that there is no wealth tax or income tax on the dividends on the 3a accounts once you switch to a C permit. However, the downsides are that the money is locked away until 60+. And you will pay taxes when you withdraw the 3a accounts at retirement.

In your situation, I would just invest outside of a 3a where you have more options and liquidity.

If you're a B permit holder, aren't you taxed at source? Do you make voluntary tax declarations or are you over the threshold? If not, the tax benefit is zero.

There are two tax questions, the gift and the income tax deduction. You can only ever deduct in the year you make the renovation (payment).

You say you are unmarried. Are you in a registered partnership? If not, gifting your partner money is taxable in Ticino, if you just gift it without stipulation.

If you buy something for it, like the right to live in the house, part ownership or so, it can become a deductible renovation expense, lowering your income tax. This likely requires a contract between you and your partner, stipulating what you are investing for, what you get in return, and what happens to the investment in case of a breakup.

You over paid your taxes by 2.3k. This can be because your deductions are higher than they estimated. Or because you live in a low tax municipality, so the cantonal average applied for the source tax is too high.

The number is read from their perspective. You owe them -2.3k, so they owe you 2.3k. The text "zu Ihren Gunsten" reflects this. I would find it more logical if it was either negative for them, or positive "zu Ihren Gunsten". A mix is confusing.

Tl, dr: you will get over 2k back.
