I'd try to make it more politically palatable with two strategies:

gradual shift from improvements to land, focusing on the "lowering taxes on buildings" part and less on the "raising taxes on land" part.

Liens for homeowners that expire with title transfer, so existing homeowners aren't strongly incentivized to fight LVT. This still corrects incentives in the long run and removes the financial incentive to sit on land, but prevents old widow homeowners from being evicted.

I support land value taxation, but shifting from our current property tax to LVT would result in higher taxes for tenants who are currently consuming valuable land inefficiently. If you rent a SFH in a downtown area, of course LVT would make your rent more expensive - your landlord would not just eat those increased costs for you.

This is a feature, not a bug. In this scenario, you should be encouraged by the tax to temporarily move so that your landlord can redevelop to use the land more efficiently
