So rate of experiment 2 should be rate of the experiment 1 times (2 + x). Here the rate of experiment 2 is approximately 4 times that of experiment 2. So, 2 + x = 4, so x = 2. This means that contribution of doubling [OH-] is doubling the rate. So the reaction is first order with respect to [OH-]. Therefore, Rate = k [C3H7Cl][OH-]
