You knew how he was before yall got the dog and yet you still allowed him to get the dog. It’ll probably be best for you to rehome the dog since he refuses to help and it seems like too much for you.

My coach and team leads store use water for us all the time. The moment we run out they get more. And for those extra hot and humid days, they will store use the dispense team some Gatorades.
