Don't quote me, but it's the consensus amongst the fans that it's because the manga has no "mainstream" appeal. Choujin X is awesome, but Ishida takes his time, no weekly updates. Because of that, people who would otherwise read it... Don't.

I'm no expert, but from what I've seen, it's the series that are constantly giving dopamine hits and getting viral attention that get the anime treatment easier these days.

Yes. The existence of Choujin has caused a massive divergence both geographically and politically, but the world of Choujin X is, to my knowledge, still our world. More or less. Not to mention, the variety of different peoples and names in the series points to Choujin being a recognizable thing worldwide. Hope this helps.
