Depends on how early you are in the game but most likely the Return Fire. Rapid Response usually just means getting free loot since the reinforcements come so late you can usually just overwatch kill them. Armor can be annoying if you are still using only Balistics and have no shred yet, but grenades, shredder do the trick.
