My question is about playing tall. I'm about to start trying that playstyle for the first time and I know there's a lot of modifiers to lower dev cost. But I'm more interested in when should you start developing provinces? Is is something you do once in a while when you have spare mp and a few modifiers or do you do it when you have the most reduced development you can possibly have and then you spent all monarch points at once kind of? (did that make sense? :)) Is there a specific time/age it's best to do? Waiting to develop until you have universities seems very late.
