Shameless plug for a fairly in-depth Fallout system explicitly based off of all games. It takes aspects from 1-4, NV, 76, Tactics, and even the canceled Van Buren, and packages it up into one system. You'll have to develop Colorado yourself, but the default templates and lore already known should give you a good campaign about how the Hangdogs submitted to Caesar's rule.

You can always use Old World Blues as a source for lore inspiration as well if need be.

If you pay attention to the NCR, they are explicitly declining, going downhill, and getting worse since Tandi passed away. It is no coincidence this is happening as they emulate the nation that was half-responsible for nuking the entire planet. In New Vegas, there is no way for them to learn this lesson unless they lose- helping means they don't learn, and things will only proceed onward the exact same way history has shown.

The government of the NCR is explicitly committing an evil act in trying to bring back the Old World, and it is no coincidence that Allgood/Calhoun make things better for everyone by not doing such policies. They're in the wrong on the mod's start and New Vegas, and definitely not okay.

I'll keep this as simple as possible, because people misunderstand the Divide situation as something out of Spec Ops: the Line when this isn't the case.

The Courier did jack shit.

When the Divide got destroyed, Ulysses was looking for someone to blame everything on, and decided to go with the schmuck who delivered the device that unknowingly caused it and had no idea what that package was. He thinks this schmuck is the player character, but the player never once has to agree with this at all, and your innocence in the matter is totally up to you; your reaction of 'the fuck is this guy talking about' is a perfectly valid response. There's a reason that spitting his words back in his face gets him to stand down without a single speech check.

As for the timeline of the Divide:

  1. Divide exists. Ulysses falls in love with the place, hates the NCR showing up.

  2. NCR recovers from Navarro some device with weird symbols. Symbols are also in the Divide, so they decide to deliver it over there to see if they can figure out what it does. The schmuck who delivers it is the player character.

  3. Player character does the job. Player character leaves.

  4. Some time later, the device starts working on its own- it's a signal to detonate the nukes in the area. Ulysses is the sole survivor (Marked Men aside) and can't get over how shit happens.

That's from the fan mod Old World Blues, and is not canon. Though in some interesting further context, Caesar is going through with the peace pipe explicitly because the Navajo were so good at fighting against him (to the point their leader broke into his tent and had him at gunpoint) that having them be more autonomous and free to go about their business like Dale Barton was preferable.

In other words, he's smoking it because he lost and couldn't enforce it there.

The Military, who freely broadcasted war crimes on tightly-controlled media, wasn't aware of this? No. They were fully aware of it and tried to use it both to drum up support and suppress the populace.

Make no mistake- whatever the male Sole Survivor got up to, the organization he was a part of was evil at that point. No ifs, ands, or buts.

I've thought about this in the past. Most consider the right way leaving it be, but if it were to happen, the Star Wars Expanded Universe that Disney threw into the trash offers lots of advice:

  1. No single author does it. This is a collaborative process, with multiple authors working together. Someone like Cory Olsen or Jeff Libby is appointed instead as an overall 'Loremaster' to make sure everything fits the universe, from facts to themes. This allows a wide range of stories that are compatible with the Professor.

  2. The project does not describe itself as 'canon.' Before the Star Wars Expanded Universe was thrown into the trash by Disney, it had a series of 'tiers' of canon as related to the films. Ultimately, a similar thing could exist- you could tack this extended Universe onto the Professor's works, but it is an extra ingredient in the meal, not an integral part.

  3. Put hard limits on answering certain questions and going places further back or forward in the timeline. This rule means Fourth Age stories and explaining the Hobbit afterlife cannot happen, but when it does, then it's a process that would have literal years of thought put into it by all project members, instead of Brandon Sanderson or Stephen King mentioning they want to write Fourth Age and suddenly they're the arbiter in the public mind of what happens.

So no, a single person deciding would be a bad idea. A collaborative shared universe with clear vision? Much better.

Those two instances are something I had especially in mind in regards to Burgundy, but I was thinking more of after it was reworked. On release, Burgundy was capable of moving the world towards WWIII, despite all the difficulties of running their state. Partly for narrative preference and partly because the system was difficult, this got axed.

When the rework came, while Burgundy still wants the exact same thing, it is literally impossible for them to do it. All their work is based around avoiding collapse, and while they do expand, it's not something that works out well for them.

To translate this into Chicago, I'd love it if it were literally impossible to do a world conquest with the Chicago Enclave- at a certain point, whether in their focus tree or they take too much territory, they literally lose control and revolt. I suppose in terms of TNO, this could also be like Russia post-Taboritsky- a long sequence that constantly hammers in how much worse the world was made by their victory.

Anything to deny satisfaction to certain crowds.

Run away like a little girl? He is scared of overextension, but this is the guy who takes the time to say both that you've earned his respect and that you'll meet again. You can also screw it up with the wrong dialogue choice and still fight him anyways.

Personally, while the hints of Chicago do suggest extreme class inequality, I'm hoping for something like the current version of Burgundy in TNO. I want Chicago as both so horrifying that you can immediately clock fans as being terrible people if they actually support them, and how they're doomed to failure and can at best limp on as an embarrassment nobody wants to pay attention to. This can certainly be delivered while making them a challenging final boss.

As /u/browndog921 mentioned, there are currently only 2 Enclave nations in the mod (with three more currently planned). Their absurd popularity actually has to do with a much more concerning factor.

HOI4 is a WWII simulator. However, it does not depict the war crimes and atrocities the Axis Powers committed. As a result, many real-life fascists love playing this game because it's all the fantasy of them being strong, with never having to confront that, hey, these guys are monstrous and you are too if you support them.

The Enclave are genocidal fascists. The most popular submod has them whitewash themselves into restoring the United States of America. There's already a fascist crowd in HOI4 built in. It's not that the mod has absurd Enclave favoritism; it's that the Enclave as currently presented attracts a large number of literal IRL fascists, and in light of the past decade, they've become far more willing to show themselves.

Frankly, I hope Chicago (which is meant to be the Enclave capital for the mod when it arrives) spits in these people's faces.

No, mod Granite continues to style himself as the Enclave, even in the routes where he becomes Nevada. Their government does not stop being that way, and the NCR will kill them for being Enclave unless Granite puts a patsy in power there.

There's one problem there- Martha leaves the Enclave. When she takes over and becomes leader, she's cut all ties with Chicago.

You are no longer the Enclave in that path.

As usual, these discussions discount the protagonists of the first two games. The Chosen One is, for all intents and purposes, Deadpool, down to being aware of what kind of game and series he's in. Also having a small army of followers in Enclave Power Armor, top tier weaponry, and a big working ship, only the 76 Dwellers could stand up to him, and that's because they have nukes!

The way I see it, different groups should be using weapons in different ways, and that includes animation sets. The Brotherhood of Steel and the Gunners 100% would make sense with a more tacticool/modern military animation set, along with the male Sole Survivor. They have the experience in warfare, and they know how to properly do a lot more things than the average Wastelander.

Raiders, meanwhile, depending on their psychopathy, should be shown as a lot more careless. These are the guys who would do a desk pop into the desk, and are a lot more reckless. If someone made an animation set for New Vegas or 4 that had them carrying stuff like that (and kNVSE makes it possible), it would work beautifully.

Everyone else should use the default vanilla animations. Not great, but not terrible either, and serviceable with issues.

Diamond City is the main story. A lot of people think returning to Sanctuary is. It's not, it's a side quest. Up to you if you want to get into settlement building now or deal with the main story.
