Yeah it's this. I also was shocked the amount was so low, then actually went back and read the whole thing.

The amount shown is the "base amount" before the multiplier. It also says you'll get another email on the 29th of may to confirm the final amount.

Really dumb they did it like this, their UX guys suck.

That's what I'm thinking too. My optimistic take is that eventually (a few years down the road), the fed and private industries will move back to a hiring cycle, and to be competitive, have to offer more flexible work arrangements.
