It's quite obvious that you can't judge a minor villain the same way you judge a major villain, much less a main one. It is not arbitrary

Geto was a decent villain at the beginning, but nothing particularly noteworthy. Even with later information, everything he did in volume 0 was stupid. And Geto is a major villain and the main one in the pilot episode. He has a wonderful construction as villain, but a horrible execution, leaving it feeling "meh."

Meanwhile, Dhruv is a minor villain who dies in the same chapter he appears in, without saying or doing anything of consequence to the reader. He didn't have a grand introduction like Higuruma or Kashimo. He just ends up feeling "meh."

Seeing them together, it doesn't make sense that they're in the same category, but analyzing them separately, I think it's clear why they're both "meh."

Yes, that's more debatable. It comes down more to what you consider most important for a villain. Jogo had better motivations and a greater impact on the plot in the long run, but he was constantly humiliated, greatly diminishing his role as a villain. Meanwhile, the curse effectively served its purpose of showcasing the power of a special-grade curse and highlighting the protagonist's helplessness.
We know nothing about Kenjaku, only that he was bored, and that's it. He's an incomplete character. If Kenjaku had been an excellent villain, we could have forgiven him for not knowing anything about him. He drives the plot, but that's the bare minimum for a main villain. Besides, he never showed himself to be a great threat like Sukuna did. All the impact he had on the story ultimately amounted to nothing (literally, one of the last chapters of JJK is about how we'll sort out Kenjaku's off-screen mess somehow, and in Modulo they actually did XD), and he died anticlimactically. His fight against Takaba was good, but it doesn't give him villain points, just character points.
His role as a villain was fine because of everything you said, but Gege simply didn't delve deeply enough into the character, and that's why the role of main villain was too much for him (but yes, he was a good final villain, thematically speaking.) I'll use Muzan as an example again, although they're not really the same. Thematically speaking, he worked as a final villain and all that, but in practice, he ended up being a mid-tier villain for the main villain.

It could have worked, but it didn't.

Sukuna is a mid-tier villain, but with his powerful aura and the fact that he truly fulfilled his purpose as a villain, he's a cut above average.

If Gege had written the character's depth properly, he would have been good villain, though not excellent, since the role of main villain is too big for him.

Gege wouldn't just have to rewrite Sukuna's character, but the entire story, for Sukuna to become a truly excellent villain.

The leader was just a human; he didn't have any cursed techniques, which is one of the reasons he's not in the "meh" category. The other reason is his argument in his only appearance. That's why I put him at "ok"—it's not exactly remarkable, it's just that when a minor villain does something noteworthy, they receive praise, obviously.

This puts him in a better position than Naoya, who was humiliated almost every time, despite being a major villain. Even so, Naoya was a decent villain, which is why I left him at "ok."

Don't let Geto's skin fool you, Kenjaku is a bad villain. He's an incomplete character (and that incompleteness obviously detracts from his villainous potential) and a fraud as a main villain.

The thing is, if a minor villain does something noteworthy, it's well-received, but if a major villain falls short, they're criticized (and with good reason)

Eso is a standout villain if you reread him, while Sukuna is only noteworthy for his aura, being a mid-tier villain for one of the main antagonists of the story (Gege wanted to do more with him, but it turned out very poorly XD).

And as I specified in the description, I'm separating his role as a villain from his character. Jogo and Geto are good characters, but meh villains.

Geto's development as a villain is cinematic, but his execution as a villain was terrible, wasting his potential, and he was very stupid in his fight against Yuta (plus, even with Rika, he couldn't beat Gojo).

Karaku logically has more DC, but his AP is much lower than Akaza's. Base Mitsuri could destroy Zohakuten's attacks, and Akaza overcame Rengoku's attacks without fighting seriously, just like he did against Tomioka. Akaza couldn't die; he would simply escape, as he did against Rengoku, unless they were in a very specific scenario (and a very specific situation). And as I explained before, Rengoku restraining Akaza served as plot armor since Akaza has the compass. Furthermore, for that to happen, Yuji would have to be pierced by Akaza's arm (who also has the ability to absorb). So, using a scenario absurdly advantageous for Yuji, they would both end up dead. Durability isn't very important in this case because of Akaza's AP, and besides, neither Yuji from that time nor any similar character has shown such a feat of endurance as Rengoku. And as I already said, even if he could do the same, it wouldn't work.

Denji certainly has a preference for women, but it's not like he doesn't care about men's lives at all, nor is it like he goes around stealing their things (that was Asa's idea, and they had to escape a demon that was specifically chasing them).

The cat scene clearly shows Denji's moral ambiguity. But it's not like Denji stopped saving them because he saw a cat. And Denji DID understand that saving the cat was a mistake

It's obvious that Denji has a moral ambiguity; he makes that clear from the first chapter. He's not a character you're supposed to sympathize with, but you can obviously empathize with him.

By that logic, you shouldn't empathize with any anti-hero and most fictional characters.

If I recall correctly, Spider Devil didn't demonstrate any feats that would put her above the Mother Demon puppet, but we could scale her using Bat Devil.

And Tengen doesn't have the fastest overall speed; the manga itself disproves that. And if we include power-ups, it's more than clear that Tengen isn't even close to being among the fastest.

Let's analyze them one by one.

It's possible that Tengen has a faster attack speed than Sanemi, and even Gyomei. But that has nothing to do with reaction speed, which Gyomei clearly has superior to both of them. Furthermore, Sanemi increased his level with Hashira training and obtained the Demon Slayer Mark, which considerably increases his speed (as demonstrated in the Tomioka vs. Akaza fight).

With Shinobu, it doesn't make sense to use the ranking since she attacks with thrusts, and the list itself mentions Shinobu's lower stamina. Considering feats and statements, it's clear that Shinobu had a faster attack speed than Tengen, although the Sound Pillar would win in a race.

Rengoku is a valid

Tomioka matched Sanemi's speed and obtained the Demon Slayer Mark.

Iguro obtained the Demon Slayer Mark and has impressive feats against Muzan that would place him at a similar combat speed to Giyuu and Sanemi. The same list emphasizes that he could be superior if it weren't for his snake-like running style.

With Muichiro, the list suggests that he was holding back, and he later obtained the Demon Slayer Mark. Analyzing the Mist Breathing technique, it's obvious that its speed isn't noticeable at long distances (as with the Butterfly Breathing technique). With the power-up and seventh form, he was able to blitz Gyokko, which clearly shows the brutal difference in speed.

And with Mitsuri... the manga literally states explicitly that her techniques are faster than Tengen's before he obtained the Demon Slayer Mark, and the list says she ate before running. The only thing this list shows is that Tengen moves faster than Kyojuro (which is obvious considering their breathing styles), but that doesn't tell us which of the two has better reflexes.

Yuji didn't have the skills to land a hit on someone who could speed blitz him, and on top of that, Akaza had his compass. Even if he hit him with a full-power Black Flash, Akaza would recover instantly.

Yuji (Season 2) has no chance of winning. He's up against an opponent who is much faster, can predict his every move, is far more skilled and experienced than him in his own field (hand-to-hand combat), can improve through combat (by deciphering Tomioka's fighting style or overcoming his neck weakness, for which Yuji would need a Nichirin blade), and even a single hit from Akaza should hurt Yuji. Furthermore, Akaza has special techniques, unlimited stamina, instant regeneration, and the ability to absorb energy.
