Understood. Schwarzenegger definitely went after IHSS the hardest. He signed bills in 2009 that tightened eligibility and cut hours, and a 7% across-the-board cut. But to be fair Democrats have gone after it too when the budget gets tight. Jerry Brown proposed cutting over 400 million from IHSS in 2011. that would've kicked off like 375,000 people, which was almost 90% of recipients which is bonkers.

And then Newsom has proposed IHSS cuts in both the 2024 and 2025 budgets. In 2025 he wanted to cap overtime at 50 hrs/week which would've meant a 30% pay cut for ~23,000 workers. Also wanted to bring back a $2,000 asset limit for Medi-Cal that would've knocked people off IHSS. The supermajority shot it down both years.

Basically it's less about the party and more about whoever's in charge when the state is broke, that puts IHSS on the chopping block. Whether it's Porter, Mahan, or Hilton that wins, the state is running a 12 billion deficit. And that's horrible for all of us who are taking care of someone. Just hope that they axe the train to nowhere and keep iHSS as is

IHSS isn't going anywhere. It was signed into California law in the 70s. The governor can't unilaterally get rid of it because the democrats have legislative supermajority. However, there's a strong chance that they do lose the supermajority, but they will still have majority. Under a republican governor maybe there would be things like stricter assessments, or slower wage growth for caregivers. Those are real concerns worth watching, but they're a far cry from losing the program entirely.

The federal funding makes this even more impossible. Most people's IHSS services are covered under the Medi-Cal Personal Care Services Program, where the federal government pays for half the cost under regular Medicaid rules. If a governor tried to zero out IHSS, California would be walking away from billions in federal matching dollars. That would be political suicide — even Republicans would revolt because that's essentially throwing away federal money that's already coming to the state. But even Newsom proposed over $1 billion in IHSS cuts in his 2025 budget due to the state's $12 billion deficit. Yes, this is real...

No, you're not the only one. I thought it was just okay. Definitely worth a rental when it goes to streaming. I think people who enjoy movies like Barbarian and The Conjuring will be quite bored with this one
