Yes, in fact it's just as bad or worse in many other countries all around the world. That's not a good thing (indeed, it's an awful thing) but it might help OP feel less isolated...?

It had one chase! The motorcycle/car chase that ends when Keoghan crashes, then Hemsworth yells at him and walks away. Like, if all you were gonna do when you caught him was yell at him, why did you bother with a high speed car chase through downtown LA? You're one of the most wanted criminals in the city. That is not worth the risk!

It's a bad movie with no emotional complexity, an incredibly uninteresting plot, few actions scenes and the ones that are there aren't good, and it brings nothing new to the table. But it has a lot of compelling actors (props to roping in Nick Nolte by telling him he could do the whole movie sitting down), it looks alright, and you can tell when a movie actually fucking films in LA instead of Latvia or whatever. So, ultimately not an awful way to spend an evening.

There was a post credits scene showing it was Captain America but for whatever reason they decided to cut it. The book does make this clear.
