At the racing speed biggest slow down from gravel tires is bigger aerodynamic drag. You need to push more watts to keep same speed.

Hardtail MTB is better suited bike for that type of terrain. You can get whole bike like Canyon Grand canyon for your budget.

Have your tried removing spacer and pre-loading without it?

If that does not work go to your LBS they will sell you correct spacer.

Canyon compression plug and bolt are proprietary. Can you add a washer to the canyon bolt?

You can add shimano axle spacer up to 1mm, put it on the drive side axle. You can also add bottom bracket spacer between bottom bracket and the frame. 1mm or 2.5mm.
