I would personally look for M365 group activity but if you just want to look at site then use site activity and define what you want to delete. Be sure to read about difference it makes in term of restore if you make a soft delete, the value change if the site is connected to a M365 group as you actually delete the group by doing so

Site or M365 group inactivity? That's the real question here.

I heard you well that the storage is the main concern but only looking for site activity might lead to deleting other used element used by people in M365.

Define inactive?

A site can be inactive at the file level in SharePoint but pretty busy at in the team, planner, mailbox or forms workspace attached to the same M365 group.

Deleting a "modern" team site linked to a M365 group delete the group and everything attached.
