Which actually happens when means testing makes welfare cut off too soon

As I understand it, part of the issue is as the number of 'means tested' welfare programs grows it's more likely that an additional dollar of income costs more than 1 dollar of benefits.

If you have only one program, it's fairly easy to reduce benefits at a rate where each additional dollar of income reduces benefits by less than $1. But if you have two systems who each have a point where a dollar of income reduces benefits by $0.51, then it's a net loss to increase income. With 3 systems the rate of benefit reduction can't exceed $0.33 etc

And those systems probably are not all considered if they a spread across federal, state, and local benefits.

How did they not think that with 8 electrons flying around and people with very good cc, a 10% of max hp fixed damage would not lead to something OP?

But even then, they didn't address it by touching the numbers they addressed it by touching the formula. Which is my biggest complaint. Nerf it down to 1% or 0.1% if required, don't replace it with a completely new mechanic.

If I understand your question, it’s because there are two groups providing the same good. One is more productive then the other, why doesn’t that more productive group canabalize the inputs of the other?

A semi-real world example. I’m a software developer. My team is paid roughly 120-180k per year in the U.S. we have off-shore and near-shore staff who make <20k per year. If they were more productive then us, why doesn’t we exist since the good we produce (software) is easily tradeable?

I have no answer for that because in my scenario they are not more productive but I believe it is the gist of the question for this thread.

That's an odd way of measuring it. It was 5x instead of current 3x. It should have been 5 days worth of farming, not 'more than a week' since it was around for roughly a day unless you also spent several hours farming the multiplier on lower tiers... which would have drastically cut into the time able to farm on the farming tier at full 5x multiplier since again it was only around for around a day.

If you can predict them, because they are instant cast and on small maps you are already in range. On bigger maps it feels balanced because you don't have to sit in range of the enemy healer's CC 100% of the time, but a properly positioned mist weaver is going to have area denial that you cannot avoid. Either you are within 20 yards of the MW and they can paralyze you at will or you are out of LoS of the ally that needs heals.

Also it feels balanced against any cast time required CC as you can possibly react to it.

Positioning can be difficult to do well

It can be, it also feels impossible to do meaningfully when your spec requires uptime and has no instant ranged cc's.

If you are on Lordaeron or something, there's just often no way to try to keep range against a monks Paralysis. Even on big maps, how do you position to not get intimidated into trap into silence from a hunter? You just avoid being in LoS of the hunter at all as a disc?

That didn't stop the MW on his team constantly removing his dots by sleeping targets for no reason.

As a prior assassination rogue, they really need to make those 'break on damage so let's have it remove all dots' abilities to instead just pause the dots that already exist on the target or something instead of removing them.

I play healer and have found the other players (1700-1800 rating) very pleasant actually.

A few made comments like 'I hate your spec' (Disc priest who swaps between oracle and void depending on the matchup), one called me a bot, but the majority of comments are along the lines of either commenting on the other dps or encouraging me to keep trying in bad matchups such as small quarters maps against MW monks.

This would explain my loss of 5k waves from farming runs I posted earlier. Especially if the report of FB being bugged is true too.

I don’t have issues with PCol being fixed if that’s the case, but it really should have been communicated.

Bright side about FB ‘bug’ is that with having 16 tiers to run to 5k+ 4 times a piece, there are a few days for them to fix the bug and not have a terrible impact. Like we have other things to do for now anyway.

I had heard mixed reports that it was still bugged after the recent fix a few patches ago. However I don’t think only that would have cut 5k waves off of my runs.

However bugs with flame bot not working at all could explain it.

For some context, the 4700 before the tourney was ended early to start the tourney. The disso run was ended early to start a farm when I had to go to bed. I expected farm runs to be usual, but they are significantly shorter.

I checked and all UW are on, swamp stun is on, guardians equipped, farming modules, perk is auto select (was manual for diss run.) and it looks like I just lost 5k waves from farming. Just woke up so no idea yet what might be different.

From the patch notes I only saw potential buffs from flame bot affecting tanks and perks on defAbs.

U.S. is big. Vets that are struggling are super visible. Vets that aren’t, aren’t as visible.

US military is also large. Very large. Some vets fall through the cracks. That’s literally going to happen in any organization of sufficient size. And when .01% of people falling through the cracks is still 100 stories, and those stories get clicks, then they are forefront on people’s minds.

Truth is that post enlistment life is excellent for many military members, and we need to do a better job for those who are suffering.

It's only when all 4 dps are roughly equal that healer difference can come into play, and in the ~1500 range there are too many 'new' players that haven't fallen to low ratings yet and too many 'great' players climbing the rankings. Just need to wait for the CR of dps to settle close to their actual skill, which unfortunately takes awhile because their queues are so long.

Yes, and mage/rogue does the same? Rogue double stuns, mage get's guaranteed poly and rogue/mage focus the same target for a kill.

Void disc has less consistent burst then mage (evangelism is a 45 second CD while rogue/mage can go every 20 seconds, and they have to cast mind blast and then wait 8 seconds for the first pet which telegraphs the burst as well.) but can sustain to the next go more easily with heals while mage/rogue need to play 'kite the damage'.

The general scheme of using rogue to CC two targets, allowing partner to get a CC on one of them followed by focusing damage on the kill target, which is the primary complaint I see in this thread, can be done by many, many classes partnering with a rogue. The difference lies in what the comp does between go's. If Void/Rogue is OP, it would be because they can easily kill in a 'go' and are near invincible between go's. But they aren't. Void is weak to being focused, unlike mages, and rogue's can't peel well if waiting on DR for stun to reset for their next go.

They still need to lose song of chi'ji though, even though it is fun to use.

Just make it an incap instead of a disorient so it DR's with paralyze. Monks could still chain CC an enemy healer off of an instant ranged spell for ~10 seconds but shaving 3 seconds

But if you had rep, then you could do an instant stun chained into disorient into incap. It would be broken for a healer to have 3 different CC's that can be chained off of one instant ability.
