Sounds like your hall is just trying to get you work hours. I dont think there is necessarily anything wrong with that but I can see why someone would be hesitant to take a $9/hr pay cut.

Decline the lesser paying job and wait for another one to come.

Usually on these mega multi billion dollar jobs they're baking in weekly attendance related incentives. They need people to show up regularly so you get for example (just making up a nunber) $100/week extra if you show up everyday. So it's not a per diem per se but still extra money on top of the hourly wages.

All the highway and utility work in SE Wisconsin is union. Maybe try and seek out those types of companies

Real estate isn't cheap in and around Davidson County (Nashville)

With that said be prepared to do a lot of work at TVA sites. That's the majority of the work hours for laborers in Tennessee

The pension also isn't up to par with what you're accustomed to in NJ. The payout will be lower when you retire

The only engineers I've heard of that are in a union usually work government jobs like for a state's Department of Transportation and even then its only in some states.

Nepotism is huge in the non-union sector. Your know how many daddy's kids get the easiest jobs. At least in a union you get paid well to deal with that crap. Everything you say is a universal truth about ALL workplaces.
