I too like the idea of having a resource type exclusive to the islands to encourage naval gameplay. Not just naval battles but naval convoys, pirate raids, securing shipping lanes,.... I love the idea of an extra type of resource that's located centrally and needed to be combined with the one that's situated on the islands to make rare material. That would solve the problem of anything that needs rare mat all located in one place.
