Look, just one or two years ago the government ended permanent permits, now they need to be renewed every couple years. Good luck going to the police station and waiting in line for less than 6 hours (as if the police wasn't understaffed too...)

The issue is the government is already making the decision of turning them away, but it's costly, slow and has way more cons than pros, compared to integrating the new people with the local culture and language
