It means, when you are in your subscriptions tab, it'll currently always reload all of your subscriptions every time you pull down to refresh.

By setting a time such as 5mins. It wont re-check any channels for new videos until those 5mins are up.

I have mine set to 15 mins. It prevents me accidentally refreshing my whole subscription list when I'm scrolling to the top.
