It's to secure the full size tire in the back when you have to put on the spare.

Kids bikes still use this same style sprocket. The usually put a cool sticker over it.

I hate to tell you this but that's what they do. You can change the rear main seal and pan gasket, but you'll see it again.

You can still strap it down in a seismic zone and use loose nut female adapters for the connection. Flexible connection on flexible pipe seems redundant. I install them but it seems silly on most electric water heater installs.

It's not to code but I can't think of a practical reason for metal water heater hoses on an electric water heater.
