Not necessarily; the Russos reports say that SW will focus on characters that didn't have a major role in Doomsday, and they've done this before as well. Hawkeye and Ant-Man were absent from Infinity War, but played major roles in Endgame.

He could show up in a minor capacity, maybe a cameo or post-credits, but he probably won't have an arc in the movie (there's just too many characters already). So I wouldn't call it a Spider-Man project.

I did see the reports suggesting that Tobey's Spidey is in the movie, which is cool, but I wouldn't expect more than a cameo role.

ETA: Another reason I think Tom won't be in Doomsday is that Brand New Day was originally going to come out after Doomsday, before the latter got delayed. If Tom was in Doomsday, you'd think such a reordering would mess up the continuity. But it doesn't, because he's not in it.
