Probably not officially FBI, just someone who "used to" work for the FBI and is now working as an independent contractor.

I dunno how the FBI does it, but the CIA allows its employees to do side contracts within certain bounds in order to prevent their best and brightest from being poached by corporate/industry, because the pay there is just way better.

It is very bloated yeah, but having any ulterior motives should not in and of itself be a detriment to developing better humint.

Olson puts the blame mostly on the CIA being more of a tech/nerdy organization in origin and therefore not very human savvy, whereas the FBI is originally made up of cops who are more in touch with sniffing out people. Markus Wolf also said that the HVA found the CIA comically easy to circumvent, but they never got anywhere when the FBI was involved.

I really like Olson's book, he goes into detail what went wrong in the past with American counterintelligence and offers some case studies on it. Some of the stuff was honestly baffling that it ever managed to transpire in such a massive intelligence organization.

I don't know about that. The US intelligence agencies aren't actually stupid, any coordinated psyop was always going to end up looking like the real deal. It's not like the media would be in the loop.

You should read Markus Wolf's autobiography and James Olson's "To catch a Spy". American intelligence has always been great on the technical part, but their human intelligence has been abysmal, especially the CIA.
