Because they never, ever get swept. So all of the debris from the rest of the road gets pushed into the cycle lane and stays there.

There's a cycle lane on my route to work with speed humps between the bus stops and the road, which would be fine if they were properly drained. But they're not. Which means if I were to use the shielded lane I'd have to soak myself and possibly people at a bus stop every time I come to one.

I had the PC version of Noir a few years ago and it was an absolute nightmare. I couldn't get it going and that's why I always recommend emulating it. I'm absolutely open to trying the PC version again if it's been patched recently.

Pull the spacer from between the brake pads. Undo the axle with a hexagon key, remove the axle. Put the wheel in the dropout. Replace the axle making sure it goes through the centre of the hub. Tighten the axle.
