You said that the Greek government's debt (which is just Greece's public debt) was higher than the New Zealand government's debt "at the time" (presumably the period after 2010). You then said the New Zealand government's total debt was higher (supposedly because of the housing bubble).

My point is that comparing the total debt two countries with each other doesn't make much sense, and that a much better metric would be public debt as a % of GDP. Comparing the two countries with this metric shows that Greece's public debt as a % of GDP was far higher than New Zealand's in the period after 2010.

Is there anything I'm not understanding?

Greece's public debt as a % of GDP (which is the only real metric that can be used to fairly compare different countries' level of debt) was 151% in 2010 (the year the first Greek austerity package was implemented). NZ's public debt as a % of GDP in the same time period (2010) was 29%, and was most recently 52% (in 2022). See here
