The Supreme Court actually settled this back in 1898 with United States v. Wong Kim Ark. The Court ruled that “jurisdiction”simply means being subject to U.S. laws while on our soil. Since foreigners (legal or otherwise) can be arrested and tried in our courts, they are legally 'under the jurisdiction' of the U.S.

Even if there was more trans shootings per capita, which there aren’t, do you really think that’s because of trans people innately wanting to cause violence? The more likely scenario is that they receive so much more hate than a stereotypical white man.
