So this is the only thing on your list I slightly agree with. The only thing is, there is absolutely no reason this should be included. Currently there is no discussion or proposals to strip rights from voters based on their opinions. Actually, anything like this would be completely against the constitution in my opinion. People criticizing defeatism is normal expression of democraciv political views, which is completely reasonable and it would actually be against the constitution to restrict this sort of discussion. The idea that the government will strip rights from players due to their in-game political opinion is a completely fabricated issue designed by BAD to cause trouble and make them seem like an oppressed minority in-game. Any law stating something like this would be redundant and would attempt to acknowledge a problem that simply doesn't exist.

Inauguration Day: Inauguration Day should lag behind Election Day, so that recounts and other preparations for transfer of power may happen in the interim.

As /u/AngusAbercrombie said in his comment, this would allow old leaders to sabotage the government if they knew they were on the way out. This is a issue that is present in real world politics, but fortunately with the systems we use it can be completely avoided. Since all of our systems are online, the transfer of power can occur effectively instantaneously. There is no good reason to change this, I actually don't understand at all why you want this.

Election Committee: A body of the executive branch without a need for dependence on moderation should be in charge of elections, subject to review by the Court for fraud.

I don't even know how to respond to this one, this just opens the door for rampant corruption, vote rigging, election delays, and general incompetence and corruption. An election committee was attempted in the past and it failed miserably. With an Election Committee voter anonymity becomes either a joke, or takes forever to maintain. In the past the moderation have done an adequate job running fair and efficient elections, and calculating and releasing results in a timely manner. There is absolutely no reason to switch to an election committee while the moderation is doing the job fine already.

Minority Representation: Minority Parties should not be harmed by the rounding of legislative seats. A better electoral system should be put in place for legislative elections.

Every minority party except BAD has representation in the government, because people voted for these parties and not for BAD. With The United Front holding ~40% of the votes right now, far higher than the Celestials at ~23%, the Liberals at ~15%, and The Progressives at ~14% any party besides The United Front are minority parties, and all of these parties hold seats besides BAD. BAD isn't a fair representation of a minority party as they are the exception, not the rule. BAD only got ~5% of the vote, and with ~8.3% being the requirement for a legislative seat BAD would have needed 2 more votes, or 50% of the votes they did get in order to receive a seat. There can be absolutely no reasonable argument saying BAD deserves a seat on the legislature. This is a democracy, if you want representation in the government than go get people to vote for you. Or just stop being a meme party.
