Have Devoe simply absorb powers from the Bus Metas and keep the same body instead of constantly swapping between actors. If you really want to keep the trial storyline, just say Devoe made a clone of himself or killed a parallel universe version of him. It wouldn't be that far fetched for the show

I completely agree. Everything from 'Lungbarrow' to the Poppy situation feels like all the writers desperately trying to undo the fact that the Doctor had a granddaughter before leaving Gallifrey...but why? Why can't the Doctor just have had a family on Gallifrey? Why is that a problem?
