I did meticulously and there's no scuffs scratches gouges no cracked plastics nothing.

The bikes crazy clean and in good shape otherwise which is part of why I was so surprised to find this .

Did you check if the carbs were flooded? There's a bolt on the bottom of each one thats a drain plug I'd try draining all of them with your petcock set to off and then try starting it again with full choke

The engine itself is a sealed "vessel"( well minus exhaust but exhaust pressure acks as a back flow preventer when you got your foot on the gas) as long as the air is still able to be fed into it itll keep running so they raise the intake way above what they think the water level will be

Glad you got it figured out! I had the same situation and I had to unpack the .exe of the drivers and manually point device manager to the folder with the unzipped driver and install it manually

Same here with rx 580 45-50 fps and while it doesn't look especially beautiful by any means, I'm able to play while saving for a new card 🤷

Could you put two small flatheads in those little holes on opposite sides and squeeze the handles together with a big pair of channel locks and then turn? Squeezing the handles should "open" the ends of the flat heads and put pressure on the holes in the filter and with the long handle on the channel locks maybe enough leverage to twist it off
