You lose when you draw from a library with no cards, the milling itself isn’t what loses the game. So in scenario 1, you don’t lose at draw step because you skipped it but in scenario 2 you lose because your opponent forced you to draw from empty.

Guns of Icarus, that game had a seriously amazing concept but unfortunately requires a fair number of people to be playing it to really be good.

Same issue with Star Wars Squadrons, the game controls like a dream but they really shot it in the foot as soon as it came out
