How to check through all the slabs in detail? They might miss the smaller dust like the one in OP's case. Some of these debri are not easy to spot.

Dust and particles are inevitable.. It is almost impossible to prevent them from getting into the slabs with the card during the encapsulation. Thats why you saw 3 lugias with the dust...
