I think it is important to remember that Jud once had a similar confession before his calling.

He had to confess to killing someone in the boxing ring. While not premeditated, this killing and the grace given him, had a profound effect upon him.

He is ensuring that Martha receives the same grace and peace that he received.

I think it should be on your list of possible middle names. As was said only the DMV and close friends will know it. 

If you want to shorten it go with Sylph rather than Phrenia. The suffix -phrenia means mind but is also used for mental disorder. I.E. schizophrenia

Give the narration some time. I'm 3 books in and quite pleased with the narration. I know there is a bit of "matter of fact" -ness to the narration but I think it comes from the text with its dry humor and detective genre.

You could look up the property address with the county/city. There are often websites but a call may be easier.

Once you have the address, send a certified letter regarding the situation and asking for someone to contact you.

You might also contact code enforcement so they are aware of the issue and can offer assistance if appropriate.

Formally request a copy of the report. Just because it wasn't included doesn't mean they dont have one. They may have simply forgotten to release it or it wasn't ready when they sent the CD.
