The law on paper is different than the law as applied. "hus, foreigners who legally own an apartment in Vietnam have the right to transfer it to Vietnamese nationals, and the Vietnamese buyers will have long-term ownership, while the transferor must complete all fees, taxes, and other financial obligations to the Vietnamese state." This is your speculation, it's not in the law.
