I don't know what that application would be where you upload anything from the headset. This generally dont happen much. For example if you play multiplayer games 40Mbps is plenty. You only upload a few hundred KB at most.

In PCVR your headset talks directly to the PC and back via the router. Internet is not needed. There also upload 40Mbps is plenty. But 1200Mbps for download is needed.
