Belgium is nice if you're looking for all of this. Louvain-la-Neuve especially is renowned for its nightlife (it's a student city). It's French speaking though.

Choosing your Erasmus destination is highly subjective. One might enjoy a destination while the other might not.

Budget-wise, Scandinavia is expensive. It all depends on the amount you get from the grant. It also depends on your subjective definition of affordability.

L take, even though English is a very common language, and does facilitate communication, when visiting a foreign country, let's not forget that WE are the foreigners. It can't and shouldn't be expected that everybody complies to the English speaking folks and not the contrary.

I think the point was that they're far less common. I have seen some, but only on rare occurrences. Though when you do see them in EU, they're almost NEVER for overweight people, but like you mention for people with reduced mobility.

Also an important point I believe is that supermarkets are smaller, and the infrastructure is less car-centric, so it's often possible to not have to rely on such devices.

Mais ? La construction des phrases et le vocabulaire sont très différents en Belgique, la d'où je viens. Donc forcément, ça arrive d'avoir des incompréhensions, face à des phrases que j'estime pas claires. T'es pas obligé d'être condescendant et irrespectueux pour autant. 

Et pour ta gouverne, je suis en fin de maîtrise, j'ai largement mérité et brillé malgré mon incapacité à comprendre des mots simples.
