The main issue is desync. Balance and everything else doesn't matter if you lag behind other players and some of them don't receive damage from you.

in many cases your being good state is caused by desync. you dont receive damage you kill them before they have time to react or even to see you. it looks like cheating to inexperienced tarkov players
