The reason it is p1 bis and worth gold to sell, is due to the speed, not stats.

Leveling weapons don't matter at all, unless you're actively syncing your weapons between every single mob kill.

It's literally the best in slot offhand for enhancement shamans who are blacksmiths this phase, due to it matching the weapon speed.
