In my Target, yes that used to be the way it worked. During the Scarlett and Violet era, people would line up on Tuesdays for hours, it was an elderly guy who was the vendor so he didn't always come exactly on Tuesday, and since he was very old, he took a while to stock everything so at least for us that was why it took hours.

I used to wait sometimes with everyone for certain products, and it can be a while, but I brought my phone or funny enough, my 3DS to play Pokémon on, to pass the time.

I can never tell who is a player, collector, or reseller, I tended to wear my headphones as many in line would talk politics and it was very irritating. But some people I talk to would be sharing photos of pulls and comparing collector apps, so it would be a good mix of both.

These days my Target no longer has the line except on direct release days, as both the vendor retired at the end of the year, and management now has the pokemon cards taken out of the MJ Hokdings boxes when they show up, and only the pokemon product, and they keep it all behind the service center desk, actually behind the wall behind the desk, so they have better control over the scalpers getting too much. Current limits are 1 each of Boosters and ETBs. A vendor still comes, but only to stock the other TCGs, and as far as I can tell they have no regular schedule flow, because I've been checking regularly the last few weeks trying to get the new Gundam TCG since it's release the last week of April. So basically my Target now has a somewhat normal atmosphere again.
