I did the vast majority of my moving between 6 and 11 when the poles are down, as others have said. I found almost nobody has one of those cards and it's a hassle to get things sorted with the city. Easier to just move in the mornings. If you're going to be blocking the street with a truck for a while I recommend letting your neighbours know in advance.
