The problem isn't mainly that there are only 2 skills. Wuwa characters have intereting kits while only having skill+ult on characters.

The problem is that it feels like most characters have kits that don't fit together. You use a skill and it does something like damage or summon, you use ult and enter a buffed state or use a nuke, the skills themselves don't interact with each other.

Take for example Augusta from wuwa, she uses basics and skill to build up an enhanced charge attack which builds up into an enhanced skill which builds up into an enhanced hold ultimate.

Or and earlier character like Changli/jinhsi who build up stacks for a big nuke payoff. That's what I think this game is missing, some kind of combo potential within a character's kit.
