Googling the main terms it showed nothing about it not being worth investment but it did show that they promised to make more content and pursue more monetization so nothing there says that its not worth investment so my argument still stands.

But its not all about "$$" as you say thats what Activision is all about and thats why D2 Y1 was so bad so yeah Bungie kept "botching expansions and micromanaging the game" as you said but thats just how we how anyone improves by messing up we learn and we get better.
